I live in a block which has a problem due to loose timbers on floors. Neighbours are having to deal with the noise from the tenants above them. One tenant has noise above his head while he is asleep at 2am.
If there is a defect in the building it can be tackled fairly easily using existing powers. If it relates to poor insulation and the building was built/converted to the standard of that time the noise must be associated with unreasonable behaviour before it be considered a statutory nuisance.
