My house is directly facing the entrance to a school. Every morning and afternoon parents tie their dogs to the school railings and leave them unattended to either take their children into school (usually 10 or 15 minutes) or to pick them up, (same again) during this time the dogs constantly bark. I have reported this to the school who knew about it already and they had a word with the parents. Unfortunately this didn’t help and the school advised me that the only option I had was to report it to the Council. This morning I approached one of the parents myself to ask him not to leave the dog barking and I was given abuse, It is a constant noise the same time morning and afternoon. What options do I have? I don’t want to move, I’ve lived here for over 30 years.
Try the Council’s environmental health team. They may be reluctant to respond to the matter as a statutory nuisance but this could easily be dealt with using the new anti-social behaviour powers if it is ongoing and unreasonable. Make a log [that identifies (or describes) specific owners] for a period of a couple of weeks whilst you are waiting for them to respond. Make sure you carry on logging the problem with times, dates etc. The police may be able to help you also as they can also enforce anti-social behaviour legislation. If it is as you describe action can be taken so be persistent with the authorities.
